Charlton has the 'official' blundered I being the second I in Victoria (plus the ones in Gratia and Dei of course). This picture is of the first I in Victoria. To me, it looks like it was at the wrong angle and then redone straighter. Sorry, the coin is in a PCGS slab so the pictures are about the best I can do. In the second picture I've tried to highlight what I'm seeing in red.

I venture --- A twisted doubling ( If there is such a thing )
Within the doubling action, the I stuck in the die for a micro-second before being expelled -- but what do I know ? I have a twisted E of DEI which is on a twice doubled 20 cent 1858.

Great observation.
I'd say repunched "I" rather than blundered.
"Blundered" usually means they totaly missed the mark.
"Dipping" is not considered cleaning...
