So I'm taking a look at various state/territory/ATB quarters, making a list of doubled dies and such using Wexler, VarietyVista, etc to make a list. But as advised by others, I'm taking a look at each coin even if nothing is reported.

I don't see either of these reported anywhere. Do you think these are two examples of doubling? Most of the doubling reported and pictured for other State Quarters is subtle and minor, not terribly exciting, and the doubling on these is similar. I think these may represent a couple of varieties. I've been wrong before though... many times.

Coin A has what appears to be minor doubling east on the right side of the palm fronds.
Coin B has a spot of doubling at the edge of the left-most flower's bottom petal.
Obviously from their condition, these are from circulation.

What say you, CCF variety freaks? Is this just MD or something better?

Md or die chatter. Not a DD.

On coin B how does this finding occur in such a discrete area if it is MD or chatter? I could buy PMD maybe. To me (admittedly far from an expert), it has a very similar appearance to this Wyoming WDDR-002 (picture from Wexler):
