The figure at the right on reverse is Emperor Alexander II of Russia (1818-1881), if you haven't identified him already.

It appears to be from the Russian Empire, and commemorates 1000 years of Russian national history (862-1862 - so the date should be around 1862).
The first side basically says "in memory of the millenium of Russia", in ridiculously archaic script (and language). The two shorter "words" are dates (862 and 1862), in old Russian letter-numeral system (and same ridiculously archaic script).
The other side pictures Rurik (semi-legendary ruler of Novgorod since 862) and Alexander II (who was Emperor of Russia at the time of the millenial celebration in 1862), with captions in normal(ish) 19th-century script (i.e. not archaic).
No idea on anything else, sorry.

The obverse is the monument commemorating the millennium of the Russian State in Novgorod.
