just looking a bit closer at this coin I found the extra tale to the E then the funny I and then the R ..

Nice!Lots of doubling.
A punch cannot be reversed.
In your photo you can faintly see the missing part of the serif.Could have broken off from the hub.
"Dipping" is not considered cleaning...

I see all of the doubling in the letters, but for the I being a reversed 1, I think its a plugged die. The serif of the I was plugged with grease or something else. IMO, its not a reversed 1
