I found this coin looking through my dad's wheaties and was wondering why the front of this coin has such shine to it, but the back is dull. Is this PMD somehow?

Before I really knew about coin collecting, I had some dull cents in a folder and took some brass polish to them.
The obverses were shiny, but the hidden reverses were still dull.
Not saying that's what happened to your cent, just giving an idea on a possible reason.

Could have been in a folder and the obverse was polished through handling, or was an Encased Coin with same result.

Probably hit with a buffing wheel on the obverse only.

Defintely looks cleaned.

Both sides may have been cleaned at the same time but the reverse may have retoned if it was sotred in a folder for many years.
