If I were judging a junk dollar or Fatman coin I would instantly call this a fake based on the rims alone.

From what I know this is a token made to sell to tourists and was never minted as currency. whether it is silver or not I couldn't tell you but I strongly suspect it isn't.

A 'fantasy' token representing the Dowager Empress Cixi who, unofficially, controlled the Qing Dynasty from 1861 until her death in 1908.
Offered, principally, to tourists.
