Apologies, have now found the date: 1223 + 23 = 1246 Islamic date. Converts to June 22 1830 Christian date.

Help with the country would still be welcome :-)

1223 with Regional year 24, Turkey 1 Kurush and it is 22% silver
If I did my math right, it would be from 1830/31

There was no "Year Zero" in regnal dating; 1223 was Year 1, 1224 was Year 2, and so forth. So the correct formula you need to use to work out the date is 1223 + 24 - 1 = 1246. AH 1246 began on 22 June 1830 and ended on 11 June 1831; this is why the AD converted date is quoted as "1830/31".
