I have a 1999 dime that has an odd ring around the boat? Is this a defect or something that happened in curculation?

Sounds like damage caused by a rolling/crimping machine. These often leave rings on the coins.

^ by coin counter I meant rolling machine lol. Just came back from using the BMO coin counter, my mind was on that. Speaking of which...those coin counters hold $10,000 in COIN!!
