Does this look like doubling on the date or is this common on 1947 blunt 7?

Yes there are Blunt 7 varieties with Double HP and 7/7. Looks like a DHP to me. Not as sure about the 7 though. My eyes aren't what they used to be :-). I've added a couple of pictures of mine you can compare against. These are 2 different coins. The 7's are punched on different angles so you see that the top line and the point (blunt?) don't quite line up.

question, would this be die doubling, or simply a result of re-punches?

Definitely a 7/7 variety, with double HP.
Not sure if it was due to re-cut dies, or double punched. I would guess re-cut dies?

The matrices for voyageur dollars of this era were not fully dated.The last digit was punched by hand into each working die.It normally takes more than one impression with the punch.7/7 would most likely be the result of an unsteady hand.
"Dipping" is not considered cleaning...
