That is a Latvian 5 Lati KM # 9 they were issued in three years 1929, 1931, 1932. In grades below VF they tend to sell for melt. They contain about 2/3rd of an ounce of silver. 835 fine silver 25 grams new.
Mintages are high enough that you should hold out for AU - you only pay a few dollar premium. The coins never circulated much because of the period when they were issued. They were hoarded for the silver.
I buy any I see over VF for melt when they come through the shop. The 1932 is the most scarce 600,000 and the 1931 the most common at 2,000,000. The 1929 had 1,000,000 copies made.
