I'm not familiar with this particular piece, but most German notgeld seems to come from 1923.

I'm wrong, it isn't notgeld. It's a Nurnberg tram token from 1921, of which there are quite a few varieties. Yours features the Rathaus which translates as Council Chamber/Town Hall.
