This is from an uncirculated set of Steelies. The 4 in 1943 and the MM appear weak. I don't see signs of PMD. Is this from a grease-filled die, strike-through, or something like that?

If the pictures appear to show wear it is an artifact of the USB cam-- there is no wear on high points. The faintly appearing L in LIBERTY is the results of lighting angle. There is nothing wrong with the L.

Related-- is there any way to get rid of rust on these Steelies without harming the rest of the coin, or should I just leave it alone?

I think it's Grease Filled Die and very common.

I have something similar. The S is still visible, but part of the 4 and 3 have been greased.
