1938 Jefferson DDR. Which One?

Jefferson's are my love so I picked this up on ebay on 02/09. It was listed as a BU and I ended up winning it for $2.44 + $0.89 shipping. Still a very good deal to me for a BU '38 Jefferson. I used my loupe as I always do and noticed EPU looked odd. However, I noticed the MD on USA and guessed MD. It kept bugging me as I glassed this nickel every night for about 4 days. I still had a feeling something was up. I finally got my PC scope yesterday and these pics represent what I found. I am thinking it is 2-R-II-C (3), if that is the gouge between the C and A of America. If this is it, considering it is BU, Should I send it off? PLEASE TELL ME SOMETHING GOOD!
