Its definitely SECVRITAS REIPVBLICAE - Security of the republic - but I cant really read the obverse. I think its Valentinian I. Try wetting a Qtip and gently wiping the dirt off of the bust and legend - but leave the fields. You'll get a lovely highlighting effect.

Looks like Constantinope mint. Not worth anything in this condition - far too common. Maybe £2? If you get a solid ID on it it could be £5 - got nice legends just a chipped planchet.
