It's function is the same as the "Cumberland Jack" you posted in another recent thread; it's a card game counter. Depicting three playing cards, this one makes its purpose much more obvious.
These early card game counters typically sell for a few dollars each.

There's a nice little inexpensive sub genre here for collecting. If you look carefully, you'll often find many different hands of cards on these tokens. I've got 6 or 7 at the moment but I'm not sure how many varieties exist.
