Why were Ike dollars not included in some mint sets but included in others? I find this to be a burning question...

Because their is NO logic in the Mint.

How is one to get good specimens if they're not included in the mint sets?

There are Blue and Brown box Ike dollars that were sold seperately to collectors.

"Brown boxes" are proofs and "Blue boxes" (which are actually envelopes) are uncirculated.

I thought the blue envelopes were the silver issues for collectors? I'm not sure if the years the Ike wasn't included in the mints sets were ever issued in blue envelopes.

There were no Ikes in the '71 and '72 mint sets. At the time
the mint sait they were not setup to include them and that the
packaging was ordered for years in advance. These four coins
are very difficult to find in gem (as are all the other dates)
and the '71-P is quite hard to find even in choice condition.

The uncs in the blue packaging and the prfs in the brown boxes
are all 40% silver. It's the clad issues that can be tough to
find nice. (especially '71, '71-D, '72, '73, '74, & '76 tI.)
Time don't fly, it bounds and leaps.
