It seems as though the obverse was struck slightly off center having no effect on the reverse. What would have caused this?

poorly adjusted collar? Is that a ridge line at the bottom of the reverse?

I always called them misalligned dies.

So does that mean that the dies just were not perfectly above one another?
Does that add any value? Or just something cool to keep.

Yes you are correct, one die is not in alignment with the other. They are common on all denominations unless the strike is more than 5%. More off centering the more the premium. They are still fun to collect.
