Yes that is a high 9. I have a few in that grade but never can get any in a better grade at the shows. They just don't seem to be around.

I sometimes buy 20 1929s from some random sales to check them and my last lot I found one! Haven't seen any in ms quality!

Agree with above post! I know about 3! Regular 9, high 9, and very high 9. What are the other two?

If all members with a 1929 high 9 can post a photo of the date, we could examine the position,size and spacing of the 9 and check for re-engraved die variations.

If you are going to start a die study, then the best means to do so is to acquire a large amount of 1929 cents yourself, for statistical relevance. Also, there are a lot of good images already on this site, for example: https://goccf.com/t/92838

I've also noticed that on the high and high/high 9's, the obverse is lacking a strong rim,predominantly above the kings crown and the designers initials are missing.The reverse of this coin (my observations) is consistently the favourable side in both field and devices while the obverse,due to a weak rim, always falls short of MS features.
The high 9 may be scarce or even very scarce but the prime specimen,the high/high 9,is a rarity to say the least.
