To be exact, her name is Marianne, and she's symbolized Liberty and Reason for the French since the Revolution:

She's had as many faces as our Lady Liberty, but I do like how the title of the personification of Marianne is held by the most gorgeous woman in France at any particular time. Only the French could pull this off; here, we'd probably end up, American Idol -style, with a Kardashian, or Snooki.
