My guess is that it is a commercial medalette.
Looks to be a casting sprue at 12 o'clock.
Does it make a clear metallic ring, or is it rather dull?

well it does not sound nowhere like a coin and does not ring really and it only lasts for a short while unlike coins .
I think it is a "rather dull" sound.
