Recently purchased this 1949 $1. It has been graded by ICCS, which is considered quite respectable when it comes to Canadian coins, I been led to believe. The marks on the obverse over the "O" in George and the scratch going above "VI" and through "DEI" are both on the plastic.

ICCS graded it EF45 with no remark that it was cleaned. Do you know if ICCS mentions such things on their holders, or is the hit in the grade due to its potentially cleaned nature?
