Personally I think it is a AU-55 but I will guess that PCGS graded it at AU-53.

i believe this grade is off and it should have gone 64 but the toning holds it back

I see what looks like either bag marks or scuffing in the fields on the obverse, since that side will have more weight to the grade, and it's kind of hidden under the toning that is why it's at MS62.
