The eagle is definitely Russian, rather than Austrian. The square hole isn't supposed to be there; this coin was nailed to something, for some reason.

The eagle fits the Russian 1812-1830 pattern. Probably 1 or 2 kopeika. Since the face is unreadable, the size might tell us which one.

Sorry, got it. It's 2 Kopeika coin. You can see the bottom part of 2 under the hole.
