The closest I can get this to is a VAM21, however, it does not exhibit the '8 below the designers initials.' It has all the other characteristics for this VAM plus some extras I'm not sure about.

REVERSE:

The left side of the wreath has two small leaves not attached to the wreath. Not seen in the VAM21

Numerous doubled denticles in the top portion.

Doubled (perhaps tripled) left wing tip and doubled top portion of right wreath (not shown).

Doubled STATES OF AMERICA & IN GOD WE TRUST.

OBVERSE:

Doubled P in PLURIBUS.

THERE IS NO 8 Below the designer 'M' like there should be in a VAM21.

Any ideas? Is this a variant for the VAM21. Maybe a new VAM21A? As always, thanks for the help.

Agree with aladinslamp. Machine Doubling.

When attributing, always start with the basic, ie. date position/doubling and mintmark position for non-Philly coin.

This particular 86p variety is known for "High 6".

On the reverse what I see is a worn die. The lettering in States you see this feature on many other Morgans. The wreath leafs look like what you see in a die after a good number of die polishings on a given die. So what you see in the lettering is also part of the die degrdation

Thanks for the help. I'm still learning my way around Morgan's and the VAM routine. I found the overpolishing information right after my post.

Part of the key to successful attribution is determining which noted pickups are essential to the specific VAM. That can be difficult sometimes. In the case of VAM-21, the line through Morgan's initial is the essential pickup; if that's not there, it can't be VAM-21. As has been mentioned, there are other explanations for doubling - clashing or the lack thereof cannot be an absolute consideration except for sub-VAMs identified for that clashing - levels of die wear can throw you off - just because the date is in the right place proves nothing - you get the idea.

VAMming is not for the faint of heart.
