This is far from the first time that I have seen a cupro nickel coin with a brown patina.
Depends on the environment it has been in previously.

I had one that I thought was enviro damage but it turned out to be an alloy mix error. Do some research on your coin.

The dull patina is consistent with enviromental staining. You can get a genuine copper-colored nickel of normal weight if it is struck on an improperly annealed planchet. But you'd need to see original mint luster to make the call. Either that or a visibly cracking and peeling superficial layer of copper.
