Over polishing at the mint. Somewhat common. I don't think there would be a premium for it though.

I cannot get my head wrapped around how polishing can be so small and in the tinyest of places. I cannot seem to find any answers of this process. Any ideas?

It almost looks like a die clash... not sure though...hopefully someone who's better knowledged than myself here can help. I'm still learning.

By the way...nice pics.

As John1 said, it's a case of overzealous intentional die abrasion. Such activities can affect the entire die face or can be highly localized.
Error coin writer and researcher.

The die is an incuse negative image of the coin so the fields are the highest point while the design detail is the lowest point. If the die is overabraded, the fields wear down into the design detail and that causes the flat spots.

Now I understand! Can always get the best and correct answers here. Biokemist6 I would have never thought to look up an incuse negative image and will study it since this is my first find of this sort.
