I think it has AU details and is probably whizzed.

AU slider coin. Reverse looks okay the obverse however does appear to have surface issue? Whizzing is the most likely culprit as D0ubl3Eagle said above. I've seen a lot of overdipped Peace dollars have a similar look to them, almost an aquamarine color blotchiness or cloudy areas. Different from the common water stains that are on a lot of these dollars.

No way to make a whizzed coin good again, the metal has been disturbed and the metal flow lines are no longer relecting light the same way.
