I could use the early copper experts help, I believe this 1803 to be a Small date, Large fraction. Looking through what I could find on Sheldon varieties I think its a S-258 or S-260?
Included below are some photo's and close ups.

Also..do you think the grade makes VG-8?

I'd say S-260.

It also has a slightly rotated reverse which I am sure is common. I thought it had the large fraction bar, but the 3 in the date was throwing me off. Was not sure what a normal 3 was vs a weak bottom 3.

Is there any significance to the reverse lower leaf on the right side intersecting the "T" in cent?

Do you think this make a VG-8 grade?

As to the T overlapping a wreath leaf; significance? Well, it's a good marker for this particular reverse die, but I've floated a theory on the forum before, regarding the abuse of scrumpy cider by early US Mint employees:
