PCGS 4004 (Doubled Monticello) & 38481 (Ddr FS-801)

I was looking at the 1939 (Reverse of 1938 & 1940) Jeffersons as possible "mini-collection", and ran across the the PCGS 4004 (Doubled Monticello) and 38481 ( DDR FS-801). They appear awful similar, but I am certain that there is a difference between the two.

Does anyone know the difference?

I believe they are the same. I think the latter is just when they started putting Fivaz-Stanton numbers on the slab. Though, I'm not 100%.

I would think that they were the same as well, but with two different PCGS designators it's giving me pause.

Here are the numbers;

4004 total 384
Base (?) total 344
38481 total 40
