I believe it's common. Sometimes the mintmarks on coins get filled in. This don't make them worth more. But for some reason if some types of coins have clear easy to read mintmark, they can be worth more.
I'm not exactly sure what you mean. Are you saying you keep finding 1970 coins with a small D for the Mint Mark? If you keep finding them, that could mean they are rather common. However, what are you comparing the D with?
