Here's my source for the circulation release (on November 2009). But you're right, the coin will be dated 2010.

Is there any difference in the actually coins from the two 1997 PL sets? I've noticed the Winnipeg one sells @ about $12 and the Ottawa for $27, for me if I don't care where they came from might as well buy the $12 one right?

Do you mean uncirculated sets. Though they did have a Specimen finish they were sold in the uncirculated sets. My guess is that of the combined mintage of 174,692 sets, most were produced at the Winnipeg facility after production was transfered from Ottawa, therefore making the Ottawa sets more scarce. It made no difference to me as I cut mine from the plio to add to my book.
