Valens in the middle,probably Arcadius top right,Constans low right,maybe Valentinian I top left.
All very common coins without any patina left,price I think neraly 1.00$ each.

Can anyone tell me why the top right has such a small bust compared to the rest?

It might be representing a young caesar like Constantine II - small bust, young guy, I believe.

The little bust is comparable with Arcadius Ae 4,small coins where the bust of the emperor is smaller than the usual rappresentation of other coins you have in this set.
In fact I see a S PF AVG on the top right coin and the little bust make me be quite sure is an Arcadius,the on the reverse there's VOT V other point for Arcadius.

here a better example of your top right coin,I was right is an Arcadius!
