Found this one and a Guernsey 1889 2 doubles,1942 25c Belgium
in a bag of tokens I bought yesterday. Looks to be south of the border to me but couldn't find it in the world coins tome I have.

No Idea? best guess...token. But interesting, like the design, looks 19th century
