There is wear on the queen and many scratches in the fields. Maybe XF.

My grade would be vf 20, as the amounts of scratches are quite unappealing for collection purposes.

Scratches don't count.
Grade of circulated Canadian coins is based on wear only.
The scratches make this coi worth melt value only.
"Dipping" is not considered cleaning...
