The stamp looks like it was stamped under the ink on the 100 dollar bill I looked through a loupe and it's under you ink

Merchants stamps attesting to genuineness. Nothing nefarious going on here .

The stamp mark on this 2003 series a $100 bill was placed on the paper before it was printed. You can notice the blue ink at the edge of the bill just below the standard and the reverse side right bottom corner. Was it ever a practice for quality control or or inspection purposes stamp paper before printed?

Thank you for your opinion regarding the chop mark. Sharing pics don't always allow you to see what is visible when looked under a microscope. I will repost with a pic from a microscope view so that is visible to you viewers that the stamp was down before the printing began. Hopefully this may lead to the conclusion of its origin thanks again MrGMrG

The Chopmark "appears" to be under the printing because the ink used for the Chopmark doesn't stick to the ink used by the BEP, causing an optical illusion. These Chopmarks consistently fool new collectors. You can read about them here. https://www.coinbooks.org/esylum_v17n07a21.html

Don't get me wrong MrG X 2, pre-printed errors are a real thing. However, they almost exclusively appeared on older notes, before computer inspection was being utilized.
Your note is modern, with a classic Chopmark.
