Ok so I came across this quarter a few months ago and been wondering if its a misprint, a error, a fake? I just dunno what it really is?

some private company took a Statehood Quarter and placed a sticker or paint on one side, its considered a damaged coin now

I can't scratch it off doesn't feel like a sticker, it seems imprinted but I'm no expert so you can be right

They were sold a number of years ago by a "Private Mint" and advertised mostly in the Sunday magazines, and newspaper inserts. Don't remember which one but talked my dad from wasting his money on the set. The presidents would be issued multi year as the statehoods came out.
There have been a number of assorted topics on the coins, the current one is the Pearl Harbor quarter that was advertised in last week ends newspaper.
