Different people have different takes on what rare means. Less than 50 examples known is just about called "rare" in the world of Roman Provisional coinage for example. That does not translate to high values however so "availability" must always be considered with "desirability".
The worst place to look for a defination of rare is ebay listing descriptions :)
A much smaller pool of collectors corresponding to the lower mintages equals average prices. There are many Newfoundland coins with even lower mintages. 1946C 5c - 2,041; 1880 $2 - 2,500; 1872 $2 - 6,000; and 1885 10c - 8,000 are the lowest but about 80% are lower than 300,000 and only 3 are > 1 million!
It might be interesting to canvas what people consider rare to be. Not only for Canadian but all coins. I think something that appears on the market once every 5 years or so could be considered rare, more frequently.... scarce.... something that you can buy at anytime...common. but peoples opinions will vary a lot on this I think.
