Obv.:
Perhaps there is the tiniest amount of wear on the orb above the crown, the highest points of the beard and moustache, and also perhaps the cheek area under the eye.
Those spots have long since been covered with a patina.

Rev.:
Long since patinated over scratches at 2 o'clock, and a ding on the outside of the inner circle. Otherwise looks unworn.

I assume the edge has no bumps, because the rims don't reveal any.

Not quite unculated, but close to it, details.

Im pretty sure the 'scratches at 2 o'clock' is a planchet flaw.

with Enworb regarding the flaw thoughts.

Is there a flattening of the inner circle rim near the top of the P (as in PENNY)?

It's definitely seen circulation, but not a lot of it.

Maybe an aUnc-
It's better than gEF for me but I just can't seem to settle on a straight aUnc.

That said, It's a real nice coin that anyone would be proud to have in their collection.

In this condition would $60 be a fair price for this one?

I think you could do better. For a little bit more you could get a coin with some lustre. 1927 is one of the easiest dates in the penny series to get 8 pearls and up to EF grades.
