1989 Canadian Loonie With A Hole

Today I obtained a loonie with a hole in the top of the coin between the letters "N" and "A" for Canada and was wondering if anyone could tell me if this is a mint error or just someone tampering with an everyday coin.

Sorry its not a mint error someone was just tampering with the coin
