a commemorative toonie. You can find these pretty regularly if you keep your eyes open. I received two in change within the last week.

Is it just me, or does the center look off-center?

I'm not sure how much value this would add,. Probably not a lot, but it is something pretty darn cool to keep, especially a find from your pocket. I know I would keep it regardless.

I've actually seen a few slightly off-center toonies go for $10 or higher - the bimetallic design makes an off-center strike look much weirder and probably more desirable. Definitely a keeper.

Off centre type 2, minor, 2000 coin.
Off centres for 2000 are not as frequent as 1996 or 1999 therefore should have a bigger premium. People tend to think all off centres are the same and their frequency are the same throughout the years. Not true. But the reality of the market is another thing and this coin would sell for less than it really worth.
Nice error

I have found a few like this. Not super common but I wouldn't say it's really rare.

t_y: I know you collect toonies, but I don't think I've seen much of any off-center 1996 toonies. The majority of the ones I find are 1999 or 2000. I keep them but only because I enjoy finding them in change.

Off centres within the Mint tolerance abound in all years. Beyond the tolerance, 1996 is by far the most frequent, followed by 1999. Frequency of off centres in the other years is difficult to estimate and rank due to differences in mintage.
In my PERSONAL opinion, 1997 followed by all years after 2002 (with the exception of 2005) are the rarest. I never saw or was told about 2004, 2006 (regular) or 2008 (Quebec)
One can also find off centres in specimen and PL coins. I know of 2 proofs with minor type 2 off centres.
