Worn 65 Washington Quarter With Weird Luster

I have bunches of post 64 quarters. Even the ones that are
low grade AU don't have nearly the kind of luster that this
quarter does. Although my picture doesn't do it justice, this worn quarter has a very strange bright sheen to it. Has the coin been
buffed or something?
