lol looks like someone laying down..at right is the head then middle is chest,,then legs up a bit

Could be arc-welding PMD. The silver is splash melted and accumulated in various spots. I bet the dots do not adhere deeply and can be pried off with a thorn or something.If the dots do not pry off, then it would lend itself to the theory that its part of the minting process.
That is when the fun starts and other explanations will abound.
