To my wishful eye it looks like there may be some doubling going on or... it could just be one PMD damaged coin. I know enough to know how your mind can twist factual visual evidence into something it's not, so I would appreciate other opinions.

Yes, it is raised. If it were a mint mark I would think it was an rpm.
