Die tooling marks would be my best guess. Good eye...

The term used for the marks by the E & L are called spikes . Not sure what caused them . Die problem.

Hans Zoell calls them tool damage as well, in his 5th edition "Minor Coin Varieties" (1970). He says:

"In most cases, these marks are found near the inner rim of the coin. After the impression of the hub-die is made on the working die, the latter is trimmed. The rough edges are smoothed out, usually with a fine file. Careless handling of such tools will leave indented thorn-shaped marks on the die, which, in turn, show in relief on the coin."

Only the one working die will be affected, not the master hub die, so that's why tool marks will be found only on some coins of a certain year. You can commonly find them from the 1960's through to the present day, and while not rare, are a fun little error to find.
