This is one of the strangest of all the coins I own. The rev is a nice looking brown AU IHC. The front is confusing nightmare. The parts that aren't rusted look MS.

Any idea what happened to this coin? A woodie gone bad?

Looks to be improperly mixed alloy in the planchet...

Are improperly mixed alloys considered mint errors? and will NGC/PCGS/ANACS slab them as such?

that is a strange looking coin! The color of the light part of obverse kind of looks like the early Indian copper nickel to me.

No, I don't think improperly mixed planchets is considered an "error". And yes, I believe the TPGs will grade/slab them

i had an indian slabbed by SEGS as an improperly mixed planchet but ANACS didn't give it that. It was too bad, too, since it was a 1909-S.
