Has the RCM ever announced commemorative coins this late in the year? If there aren't any commemoratives, this would be the first year since 2007 without a commemorative loonie. The first news about the Grey Cup Loonie and the Lucky Loonie (as well as the 1812 Toonie and the four 1812 Quarters) were made in a publication/statement -- sorry, don't know the correct term for those things -- of the Privy Council dated June, 14, 2012.
