Could this be PMD? If so I am having trouble understanding the mechanism. Notice the 9s in the date.
Intentional PMD?
Any other possibilities?
Any thoughts?

It was a worn out die. I am sure it was retired shortly after minting this cent. Te lack of IGWT could be from grease.
