Fake ICCS?

This looks like it's been tampered with to me. My MS64 1939 arrived today and I only paid 50 bucks for it. The first thing I noticed when I held it in my hand was that the inner sleeve was stuck, heat sealed, to the inside of the outer one - Not loose in there like my other ICCS's. Has anyone seen this before? Next thing I notice there's what looks like melting damage down one side:

Furthermore, this coin has been dipped. They wouldn't grade it would they? Thanks for any insights.

Nice looking MS64 for 50 bucks.
Nothing in your pics appears out of the norm for ICCS.
Dipping isn't cleaning,all TPGs have slabbed dipped coins.
"Dipping" is not considered cleaning...

i believe this is genuine, it could simply be a slab that quality control missed, or quite frankly didn't worry about, but if you have any suspicions call ICCS
