I'm referring to the rippled/repeating dots pattern on the plain metal outside the coloured area of this 2004P poppy 25c. Looks like a die clash but doesn't match up with any elements of the obverse design of course. The coin is in in ICCS flip so hard to get good pictures. I tapped the coin over to the side to confirm the pattern is on the coin and not on the plastic (the big lines are on the plastic so just ignore those). The pattern extends from about 9-11 o'clock outside the ring enclosing the coloured poppy and seems to be equally on the raised parts of the maple leaf and the lower background field in between. Tooling damage? Thanks!

Neither error nor damage.
Little dots of clearcoat paint.
They appear on all colourised 25ยข,covering and extending past the coloured area to protect the colour from wearing away too quickly in circulation.
"Dipping" is not considered cleaning...

Most colourised collector coins receive their colour by a pad printing technique, which allows for a great deal of technical and artistic creativity.

I have seen a few videos of this technique, as it relates to collector coins.
The beading technique in iridescant paint as shown here, is just one example of that.
