It's really not possible to tell what is on that coin without a clear image. Seeing the details very clearly would be necessary for something like this. The only thing that can be determined from your image is that this is a 1999S proof Lincoln Cent with some sort of line running out of the back of the head. Sorry.
Looks to me like this coin has seen circulation or poorly handled. I always wondered what the coins look like in the slabs. Now I definitely know to stay away from these unless seen in hand.
I think it is a finger print also with a very bad attempt to remove it. I would send it all back and find someone that don't grade and then slab pocket change. JMHO Gary
